Change DNS Server Address in Windows 10

Select Internet Protocol Version 4 TCPIPv4 and click Properties,
Now select the radio button, use the following DNS server addresses and set the preferred DNS to 8.8.8.8 and the alternate DNS to 8.8.4.4.
Click OK to save the changes and restart your computer. Now try installing Windows updates.
Install Windows Update manually
If all the above solutions did not help to solve the problem, Windows updates still stuck on downloading or not installing, then let's install Windows updates manually.

For the most recent released update, write down the KB number.
Now use the Windows Update Catalog website to search for the update specified by the KB number you wrote down.
Download the update depending on whether your machine is 32-bit = x86 or 64-bit = x64.
As of today, KB5035845 is the latest hotfix for Windows 10 version 22H2. And KB5035849 is the latest hotfix for Windows 10 version 1809.
