Selection of experts
The organization of expert surveys using the expert assessment methodology is carried out by the decision maker or the management group appointed by this person. The qualitative and quantitative composition of the expert group is determined depending on the scale of the task being solved, the reliability of the assessments, the resource costs and the characteristics of the experts.

Respondents' performance of their duties is significantly affected by being very busy, having a negative attitude towards solving the problem under study, and other factors. In this regard, experts should consider their attitude towards the study and participation in it as planned work. The above characteristics of the respondent fully indicate the need for certain qualities that ensure positive results of the examination. At present, these characteristics are assessed at a qualitative level.
