Rules for the sale of certain types of goods in 2024
New retail trade rules came into force in 2021. Almost all of them are spelled out in RF Government Resolution No. 246 of 12/31/2020.
This resolution sets out the rules for the sale of certain types of goods:

Here are the requirements it sets out:
Mandatory presence of consumer or transport packaging for confectionery products containing cream.
Poultry, offal, and semi-finished meat products should be stored in the same container in which the products were transported.
Unprocessed food products are packaged separately from those that are ready to eat.
Bread and bakery products (in the sales area or in the warehouse) must not touch the walls or floor.
Only drinking water should be used to make edible ice.
The following types of products are prohibited for sale: canned goods in deformed cans, green potatoes, re-frozen products, unmarked food products (labeling rules are included in the requirements of technical regulations), dirty or cracked eggs, goose and duck eggs. In addition, according to the rules for the sale of certain types of goods, it is prohibited to sell products prepared at home or cut melons.
The retail outlet must have hand sanitizer, toilet paper, disposable towels or a dryer.
Sanitary clothing should not be washed together with employees' personal belongings.
Products that do not require washing or heat treatment before consumption must be sold in consumer packaging. This requirement does not apply only to vending machines and dosing devices, when working with which the buyer does not have contact with the packaged products.

Here is what must be written on weighed goods packaged in packages (according to the requirements of the RF Government Resolution of 31.12.2020 No. 246):
product name;
net weight without packaging;
price per unit of measurement;
price of a packaged unit;
date of packaging;
product expiration date.
The name and number of the packer are no longer indicated, although this was previously a requirement.
The buyer should not be charged a separate fee for consumer packaging.
Any dairy or milk-containing products should be placed separately from other products and indicated as “products without milk fat substitutes.”
In establishments selling food products, the following is prohibited:
weigh unpackaged food products if their consumption does not require heat treatment or preliminary washing;
place eggs next to prepared food products without industrial packaging;
vacuum seal food products yourself.
