This account was actually a bot that was massively publishing tweets about fictitious attacks all over the world with the sole aim of generating clicks. The probability that the tweet content was real was therefore very low, but necessarily, with a large number of attempts, the probability that one of the tweets was "correct" increased. Introducing students to this type of situation could help fight fake news a little more effectively in the long term .


Reporters Without Borders, for its part, initiated a spain mobile database pact for democracy in November 2018 in order to “ address not the phenomena but the causes of this disruption of public space ,” according to Christophe Deloire, RSF’s secretary-general. The major problem, according to him, is linked to the gap between the protection of freedom of expression and opinion, historically created at the national level (see the Bichet Law, the 1986 Law, etc.) and the reality of the globalized space. Today, anyone can interfere in the public space of a democracy even if they are on the other side of the world. “The village square, which used to be a state competence, is delegated to private or state entities from other countries. It could be Mark Zuckerberg as well as Xi Jinping.”

This is why RSF has created a commission on information and democracy, composed of 25 personalities of 18 different nationalities. It includes Nobel Prize winners, specialists in new technologies, journalists, lawyers and former heads of international organisations. This commission has issued a declaration which " aims to enter into this new logic in order to define the obligations of the structuring entities of the public space ".
